Mr. Bogard leads the capital development program for OCTA and is responsible for managing the engineering and construction of highway projects for the $12 billion Renewed Measure M half-cent sales tax program. Mr. Rodriguez is Caltrans' District 12 Right of Way Chief. They will be discussing the Caltrans-OCTA partnership delivering projects and upcoming ROW services procurements.
